1. Soak rice and urad dal for 6 hours and grind it to a smooth thick batter.
2. Add salt allow it to ferment for about 6 hours.
3. Chop onions and green chillies finely. Add this to the batter.
4. Heat oil in a pan.
5. Take a tablespoon of batter and drop it into the hot oil.
6. Fry until brown and serve hot with any chutney.
